Game Suddenly Stuttering?

The past week or so my game has started to have an issue where it stutters for a moment, most often when moving the camera or moving across an area (such as one side of an area to another or across a private room) I haven't changed any hardware recently, and I don't think its connection related lag. I also haven't changed any in game settings so I was curious if anyone else had this issue and had any idea of how to fix it? It's starting to stress me out

Yes it still happens if only FFXIV is running, I've tried putting FFXIV on my HDD and my SSD, and ive tried adjusting a few ingame settings though im unsure what to change as im unsure what the issue is or why it would have suddenly started.

My drivers are up to date (and I also tried rolling them back one update as well) and the stuttering occurs no matter the resolution or screen mode

Does changing the FPS settings in game alleviate the stuttering at all? Additionally, does it occur when the game is run in windowed mode or borderless full screen?

It doesn't seem to help much, 60,30, and uncapped are the same (uncapped might be *slightly* better but its hard to tell, and it happens regardless of what mode I use, weirdly it seems to happen more when I am moving across an area as I said before but also when I click on things like a private room door to leave and the menu pops up, it has only been doing this the last week or so.

1) Make sure that your hardware is not overheating and remove any overclocks you may have on your graphics card or processor. Please check that any fans or vents are clear of blocks.
2) Disable any additional programs that could cause interference with the game itself including chat programs. Also, remove any custom configurations made using graphics driver-level programs
3) Remove any mods or injectors from the game or system
4) Turn off Fullscreen Optimizations. Find the executable file for the game (normally found in the install folder), right-click it and select 'Properties'. Under the 'Compatibility' tab, check the box labeled 'Disable Fullscreen Optimizations', then click 'Apply'.
5) Remove any unnecessary USB or audio devices (controllers, headphones, flash drives etc.)
6) Perform a clean boot by opening the task manager and select the 'Start up' Tab. Disable everything

Is it stuttering in the sense like you’re playing a slideshow?

If you’re on PC, or have access to a PC, pull up CMD or command prompt.

Run these two diagnostic tests.

ping -t 204.2.229.10

Press ctrl c
To end the test.

Then run
tracert 204.2.229.10

If you see any numbers saying 100ms or above or especially a * (an asterisk) then you know you’re having what is called high ping and/or packet loss. This is an ongoing issue with the internet provider NTT.net that is local to California which is where the FFXIV servers are located.

The servers were faced with this issue quite often the last few days.

I have tried these things, my computer temp seems to be fine, no overlays or injectors are on, nothing plugged in except my keyboard and mouse, nothing on startup and no fullscreen optimization, its very strange it just started happening suddenly.

I haven't seen any numbers 100 or above in this test, im not sure its ping related, its like when certain things or loading or when im moving in certain areas its like the camera stutters for a moment like its having trouble loading the action. Tho I suppose it could be ping related ive just never seen it manifest that way if it is, its kinda good to know the servers have had an issue because a bunch of my friends have had weird connection problems this week
