Cannot finish ARR MSQs due to raids

admittedly, this was a Tales of Adventure: Stormblood (the skip all the way to 70), but with CT being a requirement to enter HW now, it should work similarly for the other 2. If you had used the skip prior to the patch that change was made in (5.3), it did not complete those

Sycrus Tower becomes required content for current 5.3 MSQ content.

It's actually required to finish 2.5 now. The MSQ won't let you progress into the final quests after the Steps of Faith if you haven't finished the Crystal Tower quests. There's even a short cutscene added when the Scions move to Mor Dhona in the first place to direct you towards it, although it doesn't make it mandatory until later.

Technically both. People who stopped playing after passing 2.55 and return to the game will still experience the story block at 5.3 if they have not completed CT, while all the new players coming in will have that block at 2.55 like you said.

If you are already 50+ and completed the first bit of the MSQ can't you unlock RDM or SAM so you can temporarily go DPS for the alliance raids? They start at 50 and I think you only need to pick up some accessories cause SE doesn't set you up with some for whatever reason.
