Rework on open-world content. I'd have FATE exp increased, I would incorporate the bicolor gemstones into ARR, HW, and SB game/expansions. These rewards will be completely reworked to include rarer items, such as that map items from the previous set of treasure maps would be included, albeit it a fairly extortionate price, to compensate for the fact you won't be running treasure maps. I would also add mounts and minions from respective dungeons of the zone (e.g. Shoebill for 250 Bicolor Gemstones in Tempest), Furthermore, pre-craft items would be available from these vendors to add greater support for those that are doing monocrafting. Alongside dated gear to help support gear catchup for those just recently hitting 80 (e.g. I'd have i445 gear available from these vendors)

I would then add a feature similar to that of the 1v1 Critical Engagements from Bozja, these will be spawned after completion of certain FATEs, and rather than these be 1v1s they'd just essentially be equivalent to that of Hunt mobs, albeit more mechanics, and harder hitting. Imagine Gorgimera prior to Lv50. Completion of these will award Gemstones, and some tomestones, they would have a superior 'respawn' timer than Hunts, fewer tomes though.

TL;DR I would try to incorporate Bozja into the open world and up the ante of rewards from bicolor gemstones, and awarded exp. (The rewards they give is as of now is, as Lahabrea would say; Pathetic.), all in an attempt to try and incentivize people doing open world more. It felt amazing back in ARR, and HW prior to the release of Deep Dungeon. I would always see people actively doing FATEs in South Shroud, Costa Del Sol, Coerthas, Northern Thanalan, Forelands, and Hinterlands. Now it's all an utter barren wasteland except every 8~ hours when people go hunting.
