Bozja as an example seems like it was nowhere near as complete as they would have liked it to be prior to releasing this content. I say this because while many players feel it has improved over Eureka, it is clear as day that there are tons of issues with it. Many of these issues I am sure they were aware of before releasing 5.35, but they have a deadline, and they had to deliver. Now go over and take a peek at the BSF feedback thread that continues to grow as I type this. Everyone in BSF is suffering from something that needs to be addressed.

When things like this happen, it is beyond easy for me to point fingers at things such as flying in ARR, adding the telegraphs to Coincounter in AV, and even Viera and Hrothgar.
The people that would do something like add/create animations have nothing to do with the other gameplay related things you've mentioned; not every developer fills every role. People have pretty specialized jobs, especially for something like animations or 3D modeling. The closest thing might be Viera and Hrothgar, but I'm less convinced that's an issue with manpower/resources. There's something else going on with those two races.
