I like helping people with their Job ideas, it's fun to help them visuallize and create the job they'd like to play most. Plus I make my own too, I'll post them eventually.
Just remember that most of them will just be fireworks and glamour prisms. Hope you don't mind spending real cash to have a purple gem over your head for a few seconds.

This isn't complicated. This is basic design philosophy with respect to modern MMORPGs.
Yeah, the financial reasons are obvious of course. Non-raiders are the majority in this game. Obvious they pay subs so SE wants to give them welfare gear now and then to keep them happy. I get that. That said, there is already augmented tomestone gear in FFXIV, so not having the actual savage raid gear is not really a big deal either way outside of wanting a dyeable version for glamour.

Loot boxes are dead. The writing is on the wall. EA is getting sued across multiple nations, including most recently Canada, regarding them being gambling for children.
Lootboxes would indeed not be ok for the reason that many countries did start to handle the gambling for real money problem.
Instead, why not sell directly the weapons and all armors pieces ? Since the pf is full 24/24 with forbidden by the TOS RMT savage runs sellings, wouldn't it be a good way to get rid of them that SE begins to legally sell the same thing way cheaper ? If getting your shiny savage weapon was for something like 9.90 euros in the mogstation, all the RMT for the same thing at x00 euros would disappear. With kinda the same reasoning as those who want to bring the equivalent of Wow tokens into FF14 to hurt all the RMT gold selling.
