Odd, guess I just don't do it often enough to have noticed.
This time it was both DPS, and yha, took more then 5 minutes (it's nice to be able to take a break and go get coffee between pulls though).

Once you've dismissed someone you can leave the instance without getting that 30 minutes penalty, just in case this happens to you again.

If one or even both DDs go offline, just continue the dungeon with the tank/healer. It'll probably still be faster than eating a 30 minute lockout yourself, whether now or later while your vote kick is on its 4 hour cooldown.
If the disconnect was unintentional, they'll reconnect appreciative of not having been kicked and having to wait out another 20 minute DD queue. If the disconnect was intentional, they'll wait 5 to 10 minutes and then reconnect only to realize you didn't give them the satisfaction of cheating the 30 minute lockout, and then they'll disconnect again, leave and take the 30 minute penalty, or finish the dungeon with you--and none of these outcomes put you in any worse a position than you were already in with them offline the first time.
