I'm wondering if there is some legal issue with Rainmaker, and SE's lawyers are telling them to be quiet about it. Like sombody decided it was theirs, is trying to sue, and everything is proceeding as at a snail's pace. Of course that would probably mean they would have to change M'naago.

I doubt it's a copyright thing, the haircut is from the character Sice in Final Fantasy: Type 0 if I'm remembering right.
As for the dress up thing I think they just started implementing that after M'naago's was added, but maybe M'naago just doesn't want you deciding how she dresses especially given her role in the resistance.

What you say adds to the possibility that it might just be an artist, who works (or worked) at or with SE, who doesn't like the idea of everyone walking around with their creation and SE is respecting their wishes.
I'm just spitballing hoping somebody in authority will actually speak up.

Mogstation at least puts it in line with around 95% of all other items that were in previous events. Originally, I wanted it for my alt, but I'll be damned if my character doesn't look half cute in it on my main
I get that it's not great it might be going to the Mogstation rather than added to the event vendor, but you just know there's gonna be someone who's gonna miss the event this year as well for some reason or another and we'll be having threads pop up asking about it until the end of time.
This at least makes it consistent with most other missed event rewards.
