It's safe wording because players are crazy. The have to hedge a little because otherwise if something changes and it turns out they can't do it or have to do it differently, people start pointing to old posts and interviews and stuff shouting "they lied to us!"
That's how all seasonal items work. Why would you expect this one to be different in that respect?I don't understand why it's not just available from the event vendor every year. Shouldn't have to pay real money for it.
Please don't give them ideasall the nice hair would end up on Mogstation while they endlessly cycle through Short & Spiky #15 and Sideswept & Feathery #20 in the game

Has there ever been another hairstyle that was part of an annually held seasonal event? I can't think of any. I think some people view hairstyles differently than outfits or other little knick-knacks we get during other seasonal events. So, I don't believe there is any precedence on what to expect as far as a seasonal event hairstyle is concerned. Clearly people expected it to be back...
SE disappointing me with customization and hair styles in general. In terms of actual customization, I would give FFXIV a 4/10 on the mmo scale when you consider games like BDO and PSO2.
Like some NPCs; iirc, have hair and clothing styles of other races....but somehow, cross glamour in FF is forbidden. Notwithstanding XI did it as-well. Au Ra hairstyles on Hyur would be pretty sweet imo. I digress.......

I suspect M'naago's inability to be glamoured is because she's more of a major character and might still be used for actual plot in the future, so it would be more jarring to have her turning up in cutscenes wearing whatever bizarre thing the player put her in - if they can even do that with other instances of the NPC.
It also just doesn't seem in-character for her in the same way. The others have at least some reason to want to try different outfits, but it wouldn't make sense for Naago in the same way. She's wearing practical clothes for her work.

As a few of us have speculated in the lore section of this forum, Ala Mhigo is a prime candidate for 6.0's reconstruction effort because that kind of content has proven to be popular and the playerbase never got Ala Mhigo as proper city. I don’t disagree with you. Character customization is definitely lacking.
BUT, many years playing MMOs that let you
tweak your character as you please taught me that people can’t be trusted with those tools. Too many hideous creations for the lolz.
Aside from the frog, bunny, piggy or chocobo suits we see from time to time, to me the “fantasy” is rarely broken on xiv, and I like how clean my cutscenes look...
