I'm pretty sure the gold saucer Garo rewards were removed as well. That was a limited (though long) time thing because of a licensing agreement with whoever owns Garo.

The rainmaker hair is a weird thing though. It's not from another IP, yet they refuse to either add it back into future events or put it on the shop. It's really rare of them not to do either with seasonal event rewards.

I'm wondering if there is some legal issue with Rainmaker, and SE's lawyers are telling them to be quiet about it. Like sombody decided it was theirs, is trying to sue, and everything is proceeding as at a snail's pace. Of course that would probably mean they would have to change M'naago.

M'naago is also the only custom delivery NPC that can't have her appearance altered, so you might be on to something.

I suspect M'naago's inability to be glamoured is because she's more of a major character and might still be used for actual plot in the future, so it would be more jarring to have her turning up in cutscenes wearing whatever bizarre thing the player put her in - if they can even do that with other instances of the NPC.

It also just doesn't seem in-character for her in the same way. The others have at least some reason to want to try different outfits, but it wouldn't make sense for Naago in the same way. She's wearing practical clothes for her work.

I doubt it's a copyright thing, the haircut is from the character Sice in Final Fantasy: Type 0 if I'm remembering right.

As for the dress up thing I think they just started implementing that after M'naago's was added, but maybe M'naago just doesn't want you deciding how she dresses especially given her role in the resistance.

Thing is intellectual property law is constantly changing and all it takes is someone to say "that's mine!" and get a lawyer to tie things up for a few years while they wait for a judge to throw it out.

What you say adds to the possibility that it might just be an artist, who works (or worked) at or with SE, who doesn't like the idea of everyone walking around with their creation and SE is respecting their wishes.

I'm just spitballing hoping somebody in authority will actually speak up.
