Controllers suck

The only positive thing here is that the GCD is slow enough for controller not to be completely impossible.

What does the speed of the GCD have to do with controller players, exactly?

I've been playing with controller on both PC and PS3/4 since launch, and I've never seen anyone else suggest that playing with a controller is somehow slower than kb+m.
