They've actually come out and explained why we aren't. Basically it came down to either your character will sink into the floor, visually, whenever you're wearing shoes, or your character will levitate when barefoot without the sandals because of where the character model is rendered in relation to the floor.
Honestly it's more coding that it would be worth to let people be literally barefoot since it would mean that not only would the game have to look for that if you have no foot gear on, but it would have to adjust that to make you not directly on the floor if you're wearing some of the ARR armor pieces where the leg and foot pieces are combined, and would have to lower your down to the ground whenever you have the emperor's new shoes glamored regardless of what you have equipped.
That was an overly literal joke that people took as a real answer. If they just removed the sandal from the model without doing anything else the character would be floating. But that's not how things are done. The sandal is part of the default foot modal. All shoes are just replacement foot models which are all designed to reach to the floor when standing still. The apparent foot shape and leg length is changed constantly.They've actually come out and explained why we aren't. Exactly this, and I don't like it.
Some of the new Bozjan gear works with both Viera and Hrothgar. Namely the Fending and Aiming sets, both of which have hoods. That's progress at least.

I'm seriously dissapointed by them. Imagine if they add new races for the game it will be same situation like Rothgar or Viera. No thank you SE.
Easily 6.0 will see the feature's they're promise.
I'm expecting the pandemic to result in these updates not coming until 6.0. I could be wrong but content recently has been released later than usual and we don't have a Halloween event, all due to the pandemic. I would be surprised if viera and hrothgar updates don't get delayed as well.

It seemed like they were saying that these new races would be different, causing their limitation, and only the dev's effort made a one time addition of head gears being possible. But I don't think there was a promise of adding more.
They talked about the headgear restrictions of the races in the art stream and said they understand it isn't the best situation and will continue to work towards alleviating these issues and making them better in the future and finding ways to make things work.Do you have an actual source? Now what that means exactly remains to be seen of course, but they know it's an issue and said they're working on it.

As well as updated foot gear- You can't tell me SE won't make male Viera bc lore but then at the same time ignores the lore about Viera feet.
I'm hoping the hairstyles we get aren't too over-the top. I want Viera quality hairstyles- the unique, pretty fluffy, feminine locks they seem to sport. Frans ponytail as well & a short cut like Mjrn's
