I mean a dps with the maiming category could totally use a buckler or something, but off hands like shields, like you stated only even just 1 tank has that anymore, so it makes sense like you said. It could, just be there due to how things like titan egi got changed completely to where the beast probably gets ignored while the BST will have to deal with all the damage up front anyway..
