I think this suggestion puts way too much influence in the hands of people who have multiple characters, multiple accounts, and multiple millions of gil. Someone who plays a single character on a standard account would suffer a significantly reduced chance of ever getting a house as compared to today's system.

That also highlights the problems with shell FCs... which is why I would like to see housing for FCs tied to active subscriptions. That's kinda the thing with housing it's not just one issue that's causing the problem, it's a giant pile of issues that are loosely interconnected that are difficult to untangle into a small issue to be rid of.
