Lue-Reeq bow available?

I saw this really nice bow on the NPC called Lue-Reeq. I really want that skin on my bow. My question is, is that bow available for us players? If yes, how do I obtain it?
If not, then please SE, why make such a nice bow skin for only NPC's, taht would be very sad.
