The timer is to prevent flip-flop in which often involving RMT.
Without this timer you will never see an empty plot to begin with since all trades were done under a sub-reddit of Reddit called FF14 Housing Market (forgot the actual name)
Under high demand from this same Housing forum, a timer is installed.
Normal players therefore now is able to see an empty plot showing up.
The timer was never meant to torture people, you did it to yourself.
The original idea is for players to check the empty plot occasionally but it is you who decides to non stop clicking.
I have tried camping before; but I only click it once when I got out of Frontline and I didn't feel stress.
