This is literally a repeat of Eureka and it causes skirmishes (or FATEs) to have too much HP for the people remaining trying to clear them out. (Not including the people trying to kill certain mobs to spawn either Gabriel/Lyon/Pyro skirmishes or cluster farm.) This "AFK leech" issue from Eureka respawned itself into Bozjan Southern Front and there's no active work arounds for it. SE needs to implement a similar anti-AFK measure into Bozja as they did for the Ishgard Restoration area, since that addressed quite a bit of the hoarding issues in there.

Another issue they need to address is the constant instance hopping people are doing to fish for a fresh spawn of 1v1 or Castrum. Start putting queue penalties on people who are exploiting this feature for whatever reason they're doing it. (I've seen some do it for the achievement, while others do it to troll.) People need to be motivated to do this content or otherwise, people will use this an excuse to leech off of other's progress by constantly switching instances.
Can you blame people for that? Players figure out pretty quickly what works to get things done. Castrum won't respawn once it's been cleared, so if you are trying to farm coins for the armor or just need to do Castrum for the story, staying in a place where it's been done or is going is a complete waste of time. Blocking instance hopping with that design would make this just miserable for people.

Cluster farming is... I mean, from r1 to r11 I got 19 clusters. Around 40 minutes in a cluster farm party got me well over 100. Fragments work a similar way. The core problem here is that the rewards are heavily siloed between activities (Clusters on mob X, fragments on mob Y, memories in HW fates). Once you care about something more than mettle, CEs are not that rewarding. Why would you expect people to spend time doing something that doesn't net them any rewards when they could be doing something else that does?
