I'm sure you'll need to be max level before proceeding with the next relic update. That's not to say that they won't provide a way of upgrading the relic outside of the zone.

I expect you'll need rank 10 to progress in Bozja's next stage and carry on with the relic grind within Bozja.
But the outside stage will probably just be SB FATEs and not require anything from Bozja still.
