It works in the matter of activity. There's an actual easy work around with this timer with a certain feature in-game. (I will not explicitly give details for the sake of preventing others from knowing it.) This actually blocks the inactivity timer from starting and it's been a commonly known thing since the days of Eureka. I'm surprised that SE hasn't patched this with the Fishing Boat or Ishgard Restoration, since I know people actively used this to avoid being booted.
I do take into factor that people are looking at their actions and deciphering what to use on (x) class for whatever intended purpose in Bozja. Yet, when you remove these people out of the equation, you still have a large group of people actively sitting or walking around spawn, doing absolutely nothing towards contributing to the instance, and leeching off of the spawned CEs, Castrums, and 1v1s from the other players actively working in the instance. My group of friends has barely got one or two of the 1v1 achievements in the past two weeks, despite constantly grinding out these instances for 6 to 10 hours a day, because of people instance hopping or purposely AFKing in spawn winning the 1v1 Gacha system. I have even encountered several instances where, despite spending a while spawning the skirmishes for the 1v1 CEs, our party gets denied entry into the special CEs and the leechers reap the benefits of our work. If it wasn't for the sheer fact that cluster farming was profitable right now, then we would've given up on this content a week ago.
It's an issue that's been piggybacked from Eureka and made worse in Bozja. The current system rewards people for being lazy, while punishing others for running around the battlefield and clearing out skirmishes, and doesn't give any incentive for players to do anything outside of leveling alternative classes. If you have all level 80 classes (since many did it for the Amaro mount) and capped for the week, then what's the point being in Bozja outside of Castrum?
The current CE system is either based on the amount of people registered or active at the start of the CE's fight. Skirmishes' difficulties are based on the amount of people in the instance (except the people in Castrum) and it's mainly scaled on HP.
