But Eureka also had not other option to farm the relic either and the "dungeon" at the end of Eureka was the last one, so that one also never restricted anyone that wanted a relic.Castrum farming seems intended as a form of preparation for future parts of the relic quest and/or for the solo fights between the augmented armor and fragments with actions that are strict upgrades over the usual ones.
Considering that you couldn't skip any of the zones of Eureka if you were trying to finish the relic, I seriously doubt they're going to let people get away with it here, either.

A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.
