For the first upgrade the Petal Shell can caught in the Plum Spring fishing hole in Yanxia. It'll be the only ! bite when using the Signature Skyball bait. You'll need 60 HQ of the Petal Shell.

For the second upgrade you'll need to catch 70 HQ Allagan Hunter at the Alpha Quadrant in Azys Lla using the Signature Skyball bait again. The Allagan Hunter will be a !! bite.

Timing for the Allagan Hunter by rod tip bobs. Bullwhip < 3 < Allagan Hunter.

I think with this bait 1 rod tip bob = 2 seconds.
