    Not sure how you redo housing without the people who already having them losing them. I would think a housing overhaul would need to reconfigure the wards, which I am not sure how you keep the current occupied plots intact while doing so.

    Many people wouldn't mind if those that own many houses lost a few of them, but those are probably not the people who own them.

    If they were willing to dedicate the server space there could be an instanced housing system that exists alongside the current system.
