People should ofc be allowed to have alts, but you can have all classes, gathering, crafting and battle on one single character. In theory you only need one char, ergo only one house. Unless you have other people playing on your account ofc and they want their own personal house. But alts should be able to share the house with the main, as in make the alts tenants. You only need one house then. Atm you can't add your alts as friends, but it would be nice if they implement that you at least can add the chars on your account as tenants, then a lot of houses can be free for other ppl.

I play this game to roleplay. I prefer to have my alts completely separate from each other, and each have their own houses, own stories. There is a limit already in that you can't have more than 1 house per account per world, so your alts have to live in different worlds to buy houses. So there are limits in place already.
