Make the page with Plots 61 to 90 only purchasable with a new service from the Mog Station, set up like the retainer service so you select an available Plot from the list, depending on size you could charge players like $2 extra per month for a Cottage, $4 for a Medium and $8 (just example) for a Mansion, once a ward is full the next opens up. This will make it so each plot will get used, people that just want a plot will get one for however long they pay, if you stop paying you loose access to it and its added back to the pool to buy.

Please don't go on about how its not fair, some of us pay more than that for a bunch of retainers. Its called options, 10.000.000 players and only 190.080 house plots total in this game across 66 worlds. Why this isn't even an option, just imagine the revenue this could make. You don't have to use any services, its your choice.

Everyone is paying the same sub, thus everyone should get the same fair treatment as long they put the same effort. Housing is a feature that they advertise, which means everyone should be able to get a house once they meet the conditions required for it, in this case pay gil. What you are suggesting is just them cashing out on a problem they created themselves. It's like next level fraud. If you wanna make housing for real money, then it's only fair that ALL housing should be for real money.

They don't wanna add more wards cause of server? Then remove all the features that the housing offers which are Workshop, gardening, Vendors and so, put those things in instanced area that everyone can access and use. Now that would make the only reason you want a house is just purely a place you wanna hangout at and decorate.
