Lore-wise, Bozja is the ruined homeland of the Hrothgar, conquered by the Garleans and then blown up with Cid's father Midas tested the Garleans' Lunar Transmitter. Now they're following Doma's example and making a bid for freedom.
In terms of gameplay as others have stated it appears to be Eureka 2.0, with the main change being you get Logos Actions (here named "Lost Actions") in the first segment instead of them only becoming available in the third. There's also a chance for a boss duel. Personally, I don't have high hopes for it because I hated Eureka so much I only finished Anemos; even if you polish it, for lack of a better term a turd is still a turd. I'll give it a try but I'm not expecting much.

Most believe these events will take a while to complete, that leaves those that didnt make it in time to work on next one, thus priortizing them for next skirmish or engagement. But we just do not really know, all they have mention is that when you are actively doing a lot you'll likely be picked, so for the most part just wait and see, devs like leaving out info like this for folks to figure out.
They aren't wrong. It's not well over half the expansion's life cycle. It is halfway through the expansion's life cycle. It might seem delayed because COVID pushed everything back by 3 months.
As for so late, would you rather they stuck incomplete bugged content into the game that players are going to hate just for the sake of adding it?
Expansion is every 2 years(no delay added in Covid is an anomaly and unlikely to happen every other expansion at least I hope not)
.3 patches are between 11.5-12 months (3.5-4 months between each patch)after expansion launch.
.35 patches are 1-2 months after .3 patch goes live so 12.5-14 months after launch.
So at best the relic area would've been just over a year after expansion launch but most likely would've been in the 13-14 month range plenty over half way through the expansion.
Covid delayed everything by 2 months but this piece of content was always going to be released 12.5-14 months after the expansion launched anyway(if kept same priorities and literally only thing different for developers was no Covid)
So yea Deceptus is not wrong that this is over half the expansion and personally I think that is way way too late for the relic grind to start.

This is why we can't have nice things. People complained that the Anemos step was too grindy and what not. Course People also said that about HW and definitely of ARR relics. Course I doubt anyone was expecting the first step of this relic to be super easy, barely an inconvenience.
Now we have a step that feels late partly due to the how the year has been and the fact the patch it is part of got pushed back a little. We're also getting an option to not even do the instance. The devs probably didn't give us more information than they have because they know that if we did we'd just complain about it before hand and most due to that would just write it off as bad. Only due to the amount of omg this looks like it will suck even though it's not even out yet speculation is taken as fact.

Im interested to see how the system is going to decide who is the one who gets the 1v1 fight if that can be triggered, becuase let's face it they probably put that really cool mount behind being one of those.

So far the only hints they've given us for that is to know how to play your job and know how to do mechanics. I swear this is the dev team sneaky way of testing a dps meter on the player base without calling it a dps meter. As you won't know how badly you did to everyone else as only one person gets to do the one v one. Which I'm not sure how that works with healers and tanks.
