Steps:
1. Open the map
2. move the map next to the minimap to see the difference easily
3. Configure both maps such that the player representation is always centered
4. Zoom in on both maps as far as possible
5. Go anywhere with icons (like a quest icon) next to prominent terrain features (like a world border) for optimal visibility, any dense city should work very well for this
6. Move around as slowly as possible and observe:
6a. On the minimap, both the background and the icons move smoothly and identically
6b. On the other map, the icons move as smoothly as they do on the minimap, but the background doesn't move smoothly. Instead it skips from one position to the next on the x and y axis separately on what looks to me like a fixed grid. This means that the background appears to shake under the icons as the player moves around.

The faster you move or the further you zoom out, the more subtle this effect becomes, but when playing at a high framerate (and especially on a low persistence display) the effect is noticeable and distracting.

n/a, Game is locked at the display's refresh rate (120hz in my case) and gameplay is perfectly smooth, this is not a performance related issue.
A high refresh rate display (especially with low persistence mode(ULMB) enabled) makes this issue significantly more obvious when moving quickly than it is on a full persistence and/or low refresh rate display
