Steps:
1. Play the Air Force One Gate on a high refresh rate display (120hz in my case).
If the monitor has a low persistence mode(ULMB), turning that on makes the issue much more obvious
2. Make sure the game can maintain the framerate at the display refresh rate
3. Observe:
3a. Moving targets, reticle, etc. move smoothly at 120fps
3b. When the player moves around, especially when rotating or moving close to fixed world objects, the position and orientation of the player doesn't update every frame
I haven't recorded it yet, but I guess that if you recorded the gameplay at 120 fps using something like OBS and step through the recording frame by frame, you should observe the camera perspective only changing every other frame (roughly), while the position of moving targets for example should change every frame.
Additional Information:
I have observed similar behavior with some other animations like banners waving in the wind (Gyr Abania, (X:34.2 Y:32.8 Z:1.7)) not updating every frame.
Those instances aren't anywhere near as distracting as camera movement not updating each frame, just wanted to mention that this type of issue is not limited to just Air Force One.
