Description:

display time remaining on buffs, debuffs, leve time remaining, cool down on skills counts down faster than it should.

Details:

Example: Protect last 5min. Display time blinks zero at 4min 30 seconds. Count down timers continues to blink zero for 30 seconds. Effect of buff persists for full duration of 5min.

This is why timers are blinking for a period of time after zero. It also indicates why there is a delay on skill cool downs.

When:

Any time. Any where. Repeatable.

Are you overclocking? A friend of mine had this issue where everything would count down 10% faster than they should have. Later, they told me it was caused by overclocking. I don't know much about computer hardware, so I don't know if that makes sense; I'm just repeating what I was told.
