Ultimately, achievement systems were added to create the illusion there are more things to do in a game by adding specific goals for players to work towards so they play keep playing longer.

Skill based achievements are once then done. Take a couple of hours or maybe a couple of days to learn the mechanics, prove your skill, get whatever reward it gives. You can stop playing since there's no point in repeating it. It doesn't keep you engaged for the long term.

RNG and grind achievements mean continuing to log in to work on those achievements until you earn them. You usually stay engaged for the long term. Even if you get lucky with RNG on the first one so you complete it quickly, there's always another that takes much longer.

There's room for skill based achievements but the grind and RNG based ones are more important to the long term purpose of an achievement system.
