No, you're twisting my words. I'm saying the "black market" or whatever you label it isn't such a big and wide issue you make it out to be.
Does it happen? Yes.
Does it happen everywhere? No.
As mentioned many times, there is servers, even to this day with empty plots weekly or bi-weekly. If housing is a big deal to you, consider transferring servers.
Or wait for oct 13 and get a house with the expansion of wards.

I don't quite get why you're attempting to downplay the amount of people doing it. There's Oliver's reddit and associated discord, both with thousands of users, another discord with a fair amount of overlap, party finders for them, etc. And on just ONE of those discords, there's over 2300 hits for "Sell-Relo" and this just the ones that go "SHH NO RMT"No, you're twisting my words. My problem isn't that there aren't the occasional available plot. The problem is that there is a system in place that continues to allow for transactions not desired by SE, and that shutting down the means to take advantage of those unintended markets serves to reduce the "stress" on the housing system, and increasing the overall PERCEPTION of fairness by the player base.
