Steam - Stuck at Launcher Screen

Good morning, starting today for the first time in over a year of playing on Steam, when I launch the game from Steam or using the steam short cut which uses "steam://rungameid/39210", the game fails to load and is stuck at the Launcher splash screen. I have tried uninstalling, reinstalling, I have tried removing Steam entirely and reinstalling. I have tried looking at my ports, turning off the firewall, adding exceptions to the firewall, I have also tried all the Internet Explorer setting tricks in previous posts and that works once but upon exiting or closing the login splash screen, it hangs on the launcher screen again. Is there something new or an update that has happened that is causing this new issue?

Does this issue happen when Final Fantasy XIV and Steam are the only programs running? Also, could you provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.'
