It's largely because it has Balmung and isn't a "raiding" datacenter like Aether is, though you can still do savage on it like anywhere else.
It gets a bad reputation for this, but it's honestly not that difficult to find 8 like minded people to raid with. It's just not ideal if you want week 1 clears.
