I agree, they should mix it up so that the chains can be used in several different configurations.

Right now: (Chained only)

1) Heavy Swing (No effect)
2) Skull Sunder (increased Enmity)
3) Steel Cyclone (increased Critical Hit)

I would like to see:

1) Any Skill (No effect)
2) Any Skill (increases Enmity)
3) Any Skill (Increased Critical Hit)

Let ME pick the order and chains plox!
Heck, the whole party should be involved, and lets keep it generic like: magic>magic>ws and the bonus can be something like increased damage. that would be cool.
