I am thinking Heavensward's Redbill Skypirate base as instanced housing. There would be space for gardens and airships. And the design is different, like multiple structures scattered on the the sea of clouds island. Hmm, maybe even skyfishing. I vote that this be the final result of ishgard restoration!
