FF14 does not have a population size allowing rating matching and need a rating decay to flush people and keep them continue to play.
Okay then, propose a system of ranking decay that works for a small community. You think you can get more casual players on board if they know they can't even keep their rank if they have irl issues to attend to?
You want to decay rating once a day or a week? How many matches do you need to play to stop the decay, just 1 or 5 or 10? You sure it will pop that often on the only day you have time to actually play it in a queue for range dps that takes 30min ?

Ranking decay will also mean you take away 'highest rating counts only' which lets people play without worrying atm. So what is more useful decay rating for everyone or let people play if they like it? Punishment or Incentive with no risk?

If they add more incentives to tier rewards aka bronze, silver, gold, platinum, diamond tiers - and not just top100, they will get players trying to achieve that tier with their sparse time. If they do it directly when they give out wolfcollars or with wolfcollar shop system, doesn't matter. The hellhound weapons are not good enough visually for the effort it takes, it's way faster and easier to just unsync an old raid or buy a crafted primal skin weapon that looks already superior. Put a cerberus mount in there for 15 collars and you get tons of new people going for wolfcollars only, for the next 3 seasons at least.
