Dungeons with fates while you wait, maybe get the yokai's done if you haven't yet. 70-80 fates have the perk of gaining gemstones and rep with the areas for goodies and riding maps for the zones. If you hate fates then maybe just tab and do something, slap on netflix or whatever your heart desires.

if you have to sync to a fate its probably not efficient leveling wise at all. I do them more as time passers for the dungeons which are the real meat of exp that isnt POTD. On aether i've found que times arent too too terrible, 10-15 mins per que unless its super late at night, then the time stretches a bit.
you can also run some dungeons with squadron, though it takes practice and time to get the squad mates up to par. I am talking independent, offensive, or defensive order level. Level 4 or 5 is what you want. Once you get there you can burn through mobs pretty quick.
as for fates it depends. ARR not so much unless you are waiting for queue or something. Lvl 60-80 (StB and ShB fates are ok xp, not the best but not the worst).
Roulette all of them even frontline. Cool thing you can swap from a dps you a leveling to one you are familiar with in PvP. If anything you get some wolf marks and ok xp.
PF for a specific dungeons for leveling as I see that from time to time still.
Make sure to eat food, fc xp buff, wear xp buff equip as well.
In general, you want to be doing the highest level content you have available to you. So, after roulettes you move on to your highest level dungeon, and you do FATEs at or close to your level whenever possible while waiting on queues. This does mean you have to actually upgrade your gear as you level, but you can do it.
One of the best ways to lvl up to 60 is using the Squadron. No queue time and they are fast.
Before you can use them it's hunting log, combat leve quests and fates until lvl 15, then you queue up for your first dungeon.
You should get the bonus exp ring from the hall of novice. At lvl 16 you can do leveling roulette.
Squadron should be available from lvl 20 to 60 I think.
Without squadron you should queue up for the highest lvl dungeon you can enter and do fates, hunting log, beast tribe quests and daylie hunt while you are waiting.
At lvl 50 you are unlocking more roulettes, do them every day. Well, the 50/60/70 roulette isn't really worth the time, but you get some poetics to buy gear. And MSQ roulette gives many exp, but oh well...
The lvl 50, 60 and 70 dungeons don't give much exp anyway, you should skip them and for example queue up for the lvl 47 dungeon until you hit lvl 51.
From 71 to 80 you can level with the Trust system. They are slow, but you don't have to wait for a tank and healer.
Hi, all jobs max level. If you are trying to burn through content ASAP, there really isn’t anything to do but be brain dead.
I did all of mine with a mix of different roulettes; mostly PvP, leveling and trials. You can also get a very satisfactory bump doing daily beast tribe quests. (HW onward, 2.0 beasts are not worth the time)
I am not an advocate for efficiency though... so I couldn’t tell you what the absolute fastest way would be other than spam dungeons or PotD.

Nothing is forced, players should pick whatever they find the most enjoyable....
Such as this. You can do a mix of things as there are plenty of activities to choose from these days. Personally not a big fan of Deep Dungeons unless it's for the challenge aspect, going there for levels though not so much. Even if it takes 15mins to get in to a Roulette, I'd take that and will have more fun than running DDs.
