I think the reason why the bodice and skirt on the riveria dress are combined is because the outfit was originally a npc outfit which is not usually modelled with player characters in mind. I'd still love to see a variation with the bodice seperate from the skirt though.
An alternative to that is the bodice of the new dirndl outfit on the Mogstation is seperate from the skirt and is a similar style to the riveria dress's bodice (I've seen lots of players using it in this very way, and it's dyeable too!). So that is another option for a corset or old-fashioned look.
No, the Spring Skirt is different.
However, it would be nice to be able to wear the male top. And because females can already wear a reskin from it - the Vampire's Vest - it should not be too hard to implement.
