So how the heck do you get those? Neither Mooglebox nor Eorzeapedia say. Yellow Gremlin doesn't even know they exist.

If mooglebox doesn't have a source for it, it's from one of the regular chests in one of the new dungeons. You can also buy them on the wards since they are tradeable.
