    The final two quests to unlock Lakeland flight are in the Crystarium:

    A Jobb Well Done - Level 70 The Crystarium (x12.0, y16.4, z) Unlocks after completing Main Scenario Quest - Warrior of Darkness
    Logistics of War - Level 72 The Crystarium (x8.5, y9.7, z) Unlocks after completing Main Scenario Quest - The Crystarium's Resolve

    It appears you are lacking one of those two, likely "A Jobb Well Done" as that one doesn't further unlock MSQ line quests, where as "Logistics of War" does.... So it is easy to 'miss' the first one as it doesn't effect your MSQ progression.
