Ixal are Gridania's enemy though and there many encampments in Grid.

That being said the stronghold is in Coerthas so I agree it's most likely to be there.

About that, according to what lore there is on that subject the reason you see ixtali in the shroud is there sneaking in with there baloon fleet and chopping down trees.

the bird men are also the reason you see yarzon in the shroud. but that's kind of beside the point.

Its either out in grid or up in coerthas. Remember that ixtal area up there that they have had tucked away in the dats for a while?

Ya know speaking of that they are really loading that zone up with "End game" content. Its almost like there getting ready for ishgard to be the high end hub or something.

Well there is a difference between King Moogle and Ifrit strats, one is the Mogs played regular jobs and while some of them were quirky they were all pretty predictable in what they were doing. Ifrit on the other hand was single target, progressively got more difficult as the fight went on and his moves get harder to avoid/predict (not to mention being the first primal fight it took us some time getting used to it). I'd say given that information it probably wouldn't take quite as long as it did for someone to take out Ifrit the first time, but it would probably be a bit longer than it did for us to take out Mog. Then again, game mechanics have changed and we have Jobs now so maybe not.

It's definitely Coerthas, while exploring the region for Atherites a while back I found a node up near Feathergorge, which is a stonesthrow away from Natalan.
