if a topic wants to be discussed again, a new one should be made. nobody on those threads from 2013 is probably even around anymore.

I've mentioned this before, but a fourm is more than just a place to discuss things between people. It's public, and offers information to people looking for it. Message boards are not just about the conversation, they're also about providing a growing searchable database of Q&A, tips, etc. It doesn't matter if the original posters are still here to communicate further with.
Instead of creating a new topic to post in, I'd advocate to continue using an old one.
