Sure, he probably kept her in stasis until the point where they needed a pawn to manipulate, but that's not some cosmic "proper time", just the point where she got used.

This seems to be exactly the case - she was placed in the First a hundred years ago and hasn't aged since, although the reason is unclear and it may not be anything to do with the time flow.

In any case it's not something Elidibus would necessarily plan for. Does he care what happens after as long as she fulfils her purpose? Is she a conveniently long-lived pawn that they would keep manipulating to serve their purpose of keeping a careful balance of near-flooding Light?

In any case, Elidibus seems to have neglected her entirely in the hundred years since. The plan she was part of has been abandoned, and she has been left to fend for herself. Just a tool that has been tossed aside.
Yet they obviously do plan things. I don't remember if she says she was purposely sent there to help and guide specially Ardbert and friends or any WoL that happened to be around when they finally chose to try and rejoin the first. She's over 100yrs old since we know she was around the time before the flood. She was to be struck down by Ardbert and friends, but he said no and killed the her two Ascian taskmasters. Thus causing the flood of light. She is an elf so she can technically live that long, but I suspect she's somewhat like how the scions were while on the 1st.
He probably thought she had been killed off and that Ardbert and friends then got greedy.

Why can't they try and plan for it? Back during the rule of Allag they not only set off the calamity of earth, but set up at least one other via Bahamut. After their oops with the 13th they seem to have gotten it down to a science.

I mean, obviously they plan for things but it's a human level of planning - "we want to achieve X so we will need to do Y and Z". That doesn't mean they have some omniscient view of time and can see the "right" place to deploy Elidibus's rescued waifs from the Thirteenth - they just needed a pawn to fill a role in their current scheme, and Elidibus had some in stock.

Actually, the plan was for Cylva to die - the Shadowkeeper to be defeated by the Warriors of Light - and Ardbert broke it by not killing her as expected.

And then returning from death with even stronger powers of darkness to kill Ardbert and co, thus extinguishing their "light" and stopping the balance from turning completely to Light's sway. Her "death" at Ardbert's hands was supposed to be the sacrifice that was to give him his crystal of Light, and at the same time serve as part of the ritual to empower her soul with Darkness, the same way it worked for the other four.

Well... this isn't necessarily true. There are some, arguably, throw away lines where something like, "This was not foretold!" It's possible that since they have apparent mastery over the Echo that they can see the future akin to or better than the Raen from Bozja relics can. It's just, you know, futuresight and other time based shenanigans get into retroactive continuity and the like, thus making their job even harder, at times! Yeehaw! Ride on, Buuz Boy!
