Remove damage from movement skills

They should just make all movement abilities have charges regardless of whether they deal damage or not.

NIN's Shukuchi is a weird outlier in that regard.

Shukuchi is the outlier because it does no damage. Charges were added so that you don't have to choose between utility and damage, because as long as you aren't capped on charges, you aren't losing damage. But Shukuchi does no damage, so there's no reason to give it a charge because there's no DPS loss from holding it.
