They did tackle it years ago. Item limits were doubled at the start of Stormblood. If you think trying to decorate a mansion with 400 items is bad, imagine how it was when the limit was 200.

Now that technology is advancing more and minimum system requirements for the game are increasing with those advances, they want to increase it again but they also have to make certain it's not going to cause undue problems.

Yes, the ratio of items to floor space is terrible. The ratio for a mansion is a third of what it is for an apartment. But a player's system needs to be capable of loading all those individual items without crashing or timing out. It wouldn't do much good to increase the limit to 1000 if players then couldn't enter a house because their system kept crashing or if it ended up taking 10 minutes for it to load. That's been a real problem for many players, who usually end up avoiding housing districts because of load times.
