The FFXIV team is NOT the same team as the FFXVI team. That's not how it works. And if you don't think they brought in people specifically for FFXVI, you are reaching in an attempt to whine about FFXIV.
Yeah, it's been really frustrating seeing how many people have been whining about the new games lately without understanding any of the process involved in developing a game.

What did happen though is that after Heavensward, some of the lead developers did move from Final Fantasy XIV to Final Fantasy XVI. Hiroshi Takai (Asssitant Director), Mitsutoshi Gondai (Assistant Director), and Kazutoyo Maehiro (Lead Writer) took a step back in the development of Final Fantasy XIV and became its Development Supervisors onwards. Hiroshi Takai became the director for Final Fantasy XVI while Kazutoyo Maehiro is assumed to be the Lead Writer for it. Ryota Suzuki, who was a Battle Director for Capcom, was also hired for the Final Fantasy XVI project so they're not exactly taking everyone from the Final Fantasy XIV team.

In hindsight, Kazutoyo Maehiro taking a step back also allowed some of the younger developers like Natsuko Ishikawa to step up and take the Lead Writer role which resulted in what we have in Shadowbringers (best story in the game in my opinion). Game development do be like this sometimes.
