They have twice the strength when used on the correct job, so you should really be making an effort to target people with the right cards. There are some possible exceptions to this based on situation, of course, but most of the time it's worth being smart about who you target. E.g. If you're in a group that is all melee and you've used up all your draws and are still stuck with a Bole, Ewer or Spire then it's okay to give it to one of the melee since at least one of them should be able to do more with a 3% boost than you would with a 6%. If using it on yourself would be more effective then I would instead direct you to the Tales from the Duty Finder thread since an entire party of melee that bad is worth a post there.![]()

6% on a tank is almost always better than 3% on a ranged dps.
But practically speaking, just throw all the cards at the damage dealer with the lowest number in the party list (the DD with the highest enmity) unless two people are consistently going back and forth between #2 and #3. The "wrong" DD only has to be doing 2.92% more DPS than the "right" DD for them to get more benefit out of the wrong card, and if they've been #2 since before your last card, they are most likely over that threshold.
