The AST gets every time the max. (6 or 8 % ) %. So the answer is allways 42... the AST^^

No, you're misreading the tooltip. All the word self there refers to is who you can target a card at. I.e. you can use it on yourself or a party member, but not anyone outside your party. You still fall under the "if target is" part. E.g. You only get the 3% boost when targetting yourself with the Balance.
