If it's to be a dungeon that goes on the expert roulette, then it has to take no more than 20 minutes. Eliminates most ideas / options.

Dungeons serve a particular purpose in this game. They have to be repeatable, a good platform for the addictive gameplay of each Job, and fast, because you'll have to repeat each dungeon a hundred times to farm your weekly tomestones.

Any dungeon that does not fit under these qualifiers won't be a dungeon in any normal sense of the word.

Maybe a new Deep Dungeon or something, sure, but not a dungeon on the roulette wheel.

Then perhaps we ought to reevaluate Expert Roulette, rather than letting what should have been a helpful feature invalidated 95% of all possible dungeon ideas?

because you'll have to repeat each dungeon a hundred times to farm your weekly tomestones.
Take this part, for example. This is only an issue insofar as the Expert Roulette pool is badly limited. Add to the roulette a third dungeon one can get and voila, by your metrics it'd have 50% more leeway.

Moreover, why do the bulk of the rewards have to come through the roulette itself? Why can't that daily reward simply be shared through the different dungeons?

"To a maximum of 100 bonus tomes per two days, completion of any among <the Expert dungeons> will grant 50% more tomes. The same dungeon cannot receive this bonus twice in one day." (You generate 50 potential bonus tomes per day, to a maximum of 100. You can therefore run the quickest every day, or a longer one every two days.) Easy. Now you have player choice between the longest and quickest runs instead of having to wholly homogenize all dungeon designs. You can add the roulette component atop that, but it shouldn't be so large a part, let alone at flat bonus value, that dungeons must all be functionally the same experience.
