Very unlikely. PS3's biggest limitation was its RAM and the game doesn't come anywhere near using the maximum RAM the PS4 allows for developers. The removal of PS3 support allowed for example, additional UI elements, we would not have things like Esuna bars for cleansable debuffs or Job gauges if PS3 support was still a thing.
An educated guess is saying that the thing that eventually kills PS4 support for this game will be the lack of vendor support combined with a lack of playerbase from the platform, not any technical detail with the console specs. This will not happen in years to come. The current minimum requirements for the game are something like an office laptop and the PS4 is way ahead in specs compared to those.

PS4 can still do just fine for this game. If anything, is the PC version the one holding it back since they want it to be playable on as much devices as posible, which means low min system requirements.
Also, the PS3 version was pretty much mandatory for them to release. The game was literally announced in a Sony conference for that console, alonside FFXIII. And, when the PC version was finally released, they kept delaying the PS3 version, again, and again, and again, until it got shut down. They didn't had any choice, especially if they wanted to clean the disaster they made and also get as much players as posible with all the distrust they got
