We have no idea on either at the moment, but it can be assumed that the game will atleast be ported over to PS5. No guarantee on a free upgrade - The main reason they did it for PS3 to PS4 is because the new expansions litterally would not work on PS3, ARR barely worked at 20fps on it so the larger areas that were required to make flying a necessity simply wouldnt run... or rather, they did, as i recall PS3 being dropped on stormblood, not HW, i cant remember...but yea. I doubt we'll see as big a technological gap between PS4 and PS5 as we saw between PS3 and PS4 for ff14

Playstation 3 support was dropped in 2017 and Heavensward launched in 2015, so the larger zones and flying were able to be handled by the console.

As far as the new console, there's nothing to know as of this point. Sony is currently still testing games to see which games do and do not work, but they expect the "overwhelming majority" of games to function on the new console, and that games you already downloaded can be downloaded again onto the new console. So assuming that FFXIV functions on it, there's a good reason to believe that the game will be able to be downloaded and played without a problem. However, there's also the question of if Square has to do anything on their end to support the new console, which is still also not confirmed.

If a new version of the game is required from Square's end, there's a good reason to believe that existing owners of the game will be able to upgrade free of charge to the new console considering that was an offer made during the transition period from PS3 to PS4. That was, however, a limited time offer to complete the upgrade as I recall. So if you can afford the new console during the time of that promotion (assuming they repeat past behavior) then it would be smart to do it then.
