We'll get the Ascian Minions with the Ascian Beast Tribe quests in 7.3. The leftover Asicans set up a camp in Outer Meracydia and pay adventurers in Ascian Masks to craft pots and pans for them since Zodiark is dead and they have nothing better to do.

Emet has a high chance of being a promotion item with a CD,Artbook etc etc or Mogstation doubt he will be a in gam event.

How would you make different minions if they all look the same except Elidibus with a white robe, just with different face Ascian marks? Apart from Emet Selch, they're just possessing already existing character bodies.

Emet selch has his robe and black and white hair and we could the red ascian sign on his face from time to time, maybe a finger snap and wave hand lol for lahabrea well we can reckonize him with his red sign too and elidibus has a white robe lol they deserve to have their minions too. For me they were a big part of my ffxiv adventures and i see them as both my friends and foes. SE need to add them as minions for us!

I'd expect a wind-up Emet-Selch as a pack-in code with either another Shadowbringers art book, or perhaps a third volume of Encyclopedia Eorzea. Given his general popularity, he'd be an easy sell.
